The captured and hooded Jane and Jimmy attempt to establish to where they have been flown. Sam, who has also been captured, removes their hoods and frees them. Jesse has returned to Hawaii. With Jane abducted, Parker takes operational command of the Hawaii office. He's seeking assassin Mel Cano, who recently landed in Hawaii. The woman leading the captors is a CIA agent, Melina Devlin. She tells them that their investigation of Simon Williams has put everyone they love in danger. Ernie locates Cano's rental car. A second Melina Devlin approaches Parker and Jesse. The first Devlin informs her agents that Harding was an intelligence operative. The other Devlin tells her agents that Williams killed Cano. Ernie traces the soil from Cano's body. He tracks it to a garden center owned by Norman Dell. Devlin lets Jane call Parker. They figure out that there are two Devlins. Sam and Jane take down Devlin and her thugs, aided slightly by Jimmy. Dell fires on his nursery office and the other Devlin escapes. She is Morgan Miller, a CIA contractor, according to the captured Devlin. Dell, Cano, and Harding were all tied to Haven Ltd., a CIA front. Haven, which provided support for deep-cover operations, was based in Oahu. Jane and Jesse check out Haven while Kai and Whistler go after Miller. Callen tries to surprise Whistler. Jane and Jesse overcome Dell, who isn't Williams. Simon Williams is a CIA assassination program. Ernie discovers that witnesses for an intelligence hearing about Simon Williams are being killed. Dell plans to blow up Haven. Jane, Jesse, and Dell are surrounded by Miller and her soldiers. Dell blows the bunker and a firefight breaks out. Callen, Kai, and Whistler show up to even the odds. Kilbride is the last surviving member of the inaugural Williams class.
