A Navy officer is horrified when someone steals his car with his 9-month-old baby inside. The team, joined by Abigail Borin of CGIS, immediately starts searching for little Lou-Lou.

They soon realize that this wasn't a car theft at all, but a planned abduction. At first, they look at the couple's surrogate mother, who was squeezing them for money, but that is a dead end.

A lead from the local supermarket turns them onto a woman who is revealed to be a spy for the Chinese government. The spy, Chen Han, denies having anything to do with the kidnapping, though she admits her espionage activities readily enough.

With footage from Chen Han's hidden surveillance camera, the team turns toward a supermarket employee, Jorge Gomez, who turns up dead. They discover a link to a couple, Phil and Anne, who were trying to adopt a child. Phil is revealed to be a deliveryman who was delivering kosher meats to the supermarket and was a friend of Jorge.

They eventually learn that Phil stole Lou-Lou to replace his own baby, who died from SIDS. They track down Anne, who did not know the baby was stolen, and reunite Lou-Lou with her parents.
