Are these Arkham residents or former living things that Strange brought back to life? I don't recall the Court of Owls lady saying to release all the crazies.
Could Penguin have caught a glimpse of Fish? What's he going to do now since shoving her off the pier in Season 1 obviously didn't work? I bet he's really tired of all this already. Just give him back his city!

This looks like Jim Gordon, but is it really him? The real Jim Gordon should have taken Falcone's advice and skipped town. He should be with Lee, not in this mess.
