Blue Bloods Season 9 Episode 11 revolves around a crisis caused when a protester accuses Frank's driver of running over his foot on purpose. Frank's meal out is interrupted by protesters shouting that he's out of touch. Frank and his staff leave. Soon afterwards, a protester claims that Frank's driver hit him and ran away and Frank is labeled "Hit 'n' Run Reagan" by the tabloids.
Frank orders his team to investigate. He talks to the leader of the protesters himself. She insists that she knows the claim is true even though she didn't see it. She refuses to believe it could be anything but. Frank suggests she stop playing games, which she denies. Later, Sergeant Gormley finds something else out that disproves the claim altogether and wonders if the leader was in on the scam.
Meanwhile, Jamie feels the pressure after he lets a cab driver go who had no license or registration and had a gun on him during a fight. Eddie disapproves and Jamie doesn't want to talk to Frank about it. Henry encourages Jamie not to second guess himself, but who's right?
Elsewhere, Danny has neighbor problems when a new guy who lives a few blocks away takes issue with his daughter hanging out with Sean. Danny's efforts to mediate go nowhere, but when the neighbor is beaten up and needs Danny's help, that changes things.
