A man shoots a trucker, Vince Duggan, in the head. He and another man inside unload cargo from the truck. Duggan had received several recent wire transfers and had a history of transporting drugs. His wife was suspicious of him cheating on her, so she followed him to where he met with a man in a cargo van, Omar Hasan. Maggie and OA arrest Hasan, who had killed Duggan. Hasan demands a lawyer. Hasan had met with Mustafa Samir. One thousand pounds of explosives were stolen from an Ontario construction site. Jubal's friend. NYPD Detective Jack Lombardo, has been assigned to the case and they team up. Samir had visited Ahmad Khan's restaurant that OA frequented as a kid so OA goes in undercover. OA reminisces with Khan about the old days. OA downloads the security footage while Jubal stalls Khan. Khan runs when Maggie and Tiffany show up to arrest him but Tiffany stops him. He won't talk, either. Khan's watch leads to a warehouse in Red Hook. But the bomb has been built and is gone from there already. It's been made into a car bomb. Jubal asks the analysts to determine the target. OA tries to get through to Khan as a fellow Muslim. Samir threatened Khan's family, who are visiting relatives in Libya. Based on Khan's recollections, they decide the target is One Police Plaza. Lombardo and Jubal separate Samir from the bomb. He takes a woman hostage when they catch up to him. Samir is adamant Lombardo dropped his father off the roof. Maggie sneaks up on Samir and takes him down. Hasan backs up Samir's story about Samir's father. The M.E.'s report shows the father was dangled by his ankles off the roof. Jubal confronts Lombardo. Jubal wearing a wire catches Lombardo's confession.
