Law & Order: SVU Season 21 Episode 14 revolves around an immigration official who is raping potential green card holders.

When Kat assists on an undercover operation to catch subway gropers, SVU catches a clerk who works for Homeland Security. When the clerk is found to have photos taken up women's skirts on his computer, he accuses his boss of being a pervert who planted them there.

SVU investigates and finds out several green card applicants were forced to have sex with O'Toole, but no one wants to testify for fear of their marriages ending or their families being deported. Benson suggests setting up a sting.

Rollins and Kaldhun pose as a couple marrying for their green card, and O'Toole tries to force Rollins to have sex. He is arrested before anything happens.

O'Toole's defense is he was just testing the women to see if they were really in love with their husbands and wasn't going to have sex with them. The case appears to be falling apart when Lina refuses to testify because she's pregnant, but Kalhdun thinks he can get through to one of the other victims, as she is Jewish and he is half Jewish, half Muslim.

Kaldhun is successful and O'Toole eventually takes a deal after completely disgusting Carisi with his anti-immigrant rhetoric.

Rollins goes to lunch with Kaldhun and seems happy for the first time in forever.
