Blake is overwhelmed by the congratulatory gifts to Dalton from foreign dignitaries, and things only get worse when he gets to teh Port of Baltimore to find that the Mongolian Minister of Education has sent a diplomatically problematic horse. The team has to figure out a safe place to send the horse, since accepting it would be seen as tacit approval of the Mongolian Independence movement, but the horse will be destroyed if it is sent back. They eventually settle on rehoming the animal to Cuba.

Evans is suing Dalton and Elizabeth for violating an arcane OH anti lobbying law. After Evans turns down an appointment as Sec. of Commerce, and all the legal arguments are run through and political pressure is exhausted, Russell takes Evans out to dinner and threatens to reveal the oppo research about the Alzheimer gene if he doesn't drop the suit. 

Russell sends Stevie to babysit the poet laureate who is in town for the inauguration. When he decides to get drunk instead of working on his poem, Stevie calls in poetry hating Jareth for backup. The poet is inspired by Jareth's rant on the superiority of science as a way to see beauty in the world and uses him as inspiration for the inaugural poem.

Henry is perturbed to find out that HS may be reforming or having a connection to ISIS after the CIA drags him in for a vague questioning system. Russell reads him in, explaining that the IL bomber may have had ties to both organizations, but the CIA is unable to break through the security on his phone to verify their suspicions. Major Dalton campaign donor Lee is the CEO of the phone manufacturer and is refusing to cooperate with the government. Henry attempts to get his cooperation through appealing to his Taoist religious beliefs, but ultimately achieves his goal by stroking his ego.

Elizabeth allows Allison to play stylist for the inaugural ball only to be appalled by the dress her daughter picks out. Everything turns out alright as Allison also had second thoughts about her choice.
