Fallout from the climate crisis continues on Madam Secretary Season 5 Episode 17. While Elizabeth is away at Camp David preparing a campaign speech, Jay must broker a deal with a group of other nations to accept refugees whose homelands have been destroyed by storms and other weather incidents related to climate change.
The talks are not going well, especially because both Australia and the Phillippines feel the US should take more migrants in and leave them alone. To make matters worse, there is a measles outbreak in the middle of the conference. The measles outbreak began in the Phillippines, and the Filipino prime minister announces to the press that it was caused by a migrant, causing a xenophobic panic.
The team quickly learns that the outbreak can be traced to an Australian family, but the Australian prime minister doesn't want to hear that and deports a bunch of immigrants, then claims the US has no right to say anything because of all the unvaccinated people in the US.
Jay must both deal with the climate crisis and figure out how to contain the spread of measles in the US. Russell says any kind of mandatory vaccination program is out and that there is no way to counter the spread of misinformation. Jay comes up with an idea that Dalton likes and that Russell hates.
Meanwhile, Daisy's toddler daughter comes down with measles after being exposed on a cruise ship and it turns out that a friend whose daughter was also exposed did not vaccinate her child. Joanna has a rough time, but the other girl has an even worse one and may be permanently disabled as a result of her illness.
