A flashback to Russia in 1937 shows Dottie as a young girl learning to fight and kill.
In the present, Peggy and Dottie are in the cafe discussing tourist attractions. Dottie "accidentally" knocks over Peggy's purse and steals her key.
Peggy is angry at Jarvis for lying to her about the vial of Captain America's blood. Jarvis defends Howard, but Peggy is not convinced.
At the office, Peggy decodes a message revealing that Howard is selling weapons to the Russians. Peggy insists on joining the mission but Thompson argues against it. Peggy calls in the Howling Commandos and is allowed to go.
Peggy changes in the men's locker room and Sousa notices a birth mark on her shoulder. He later pulls out the pictures of the woman in the blond wig and discovers she has the same birthmark.
Peggy and Thompson meet up with the Howling Commandos in Russia. They tell stories around the campfire and Thompson tells a story about watching his commanding officer killed.
Thompson and Peggy split up, each taking members of the team with them. Peggy's team discovers the room with handcuffs on the beds from the beginning with young Dottie. They discover a girl who stabs Dum Dum and shoots Junior. Dum Dum is okay, but Junior is dead.
Jarvis is approached by Dooley who questions him about an army general who got in a fight with Stark once. Jarvis says he's never heard of him or the fight. Dooley tells him he just wants to hear the truth from Stark.
Dottie breaks into Peggy's apartment and searches it until she finds pictures of Stark's weapons.
Peggy and Thompson discover a couple of prisoners. One of them shows them plans of an amplifier he's designing for Stark. Peggy and Thompson get pinned down and Dum Dum comes to the rescue.
Thompson reveals to Peggy that the soldiers he killed in Japan were carrying a white flag. They were coming to surrender but he didn't realize it until it was too late.
