Jessica Hamby was made into a vampire by Bill. The act was very much against his will, but it was his punishment for murdering a fellow vampire at the end of season one.
Jessica was raised by a strict family and is like your basic teenager with a petulant attitude. During season two, Jessica she started to date Hoyt Fortenberry.
