Eddie tells a desk sergeant she wants to charge a perp with felony assault. THe sergeant refuses despite it being against policy. He orders her to charge the perp with only a misdemeanor. Eddie wants to know why he keeps doing this to her. He tells her to take it to the CO. She says she will.

Meanwhile Jamie participates in a raid. and arrests a guy who was running. The guy says he's one of them. He says he's a CI working for a cop.

Jamie goes to see Anthony. The guy he arrested is Antony's ex-BIL who is ANthony's CI. Jamie wants to work with Anthony on the case. Anthony doesn't want to. He also doesn't want Jamie asking Erin. Jamie realizes Erin doesn't know what Anthony is doing. Jamie says let me use him in my investigation or I have to take it up with her.

Frank asks Sid about the mayor's deatail. Two officers are retiring and have been replaced, but one of the new officers is Abigail's husband. Frank asks if Sid used his position in the office to get Brian the job. Frank doesn't understand why he went around him. Abigail should have come to him.

Danny comes to see Erin. He asks who died. Erin says she had to negotiate an early release for Sam Evans/ He only had two months left anyway. She had to do it before telling him. Danny says but this guy went after Baez and he wishes he'd let Baez kill him.

Danny goes to Baez's house. He gives her her bag. She says she could have got it in the morning and invites him in for dinner but he says another time.  He says the file in his hands is just an old case. Baez thinks that's strange as she closes the door.

The next morning, Baez finds Danny in a car outside her house and wants to know what's going on. He tells her about Sam. He says he wanted to tell her last night but she looked so happy last night. Baez plans to pay Evans a visit. Danny tells her they have to be smart about this.

Eddie goes to McNichols who says officers are too close to the action sometimes. Eddie thinks Stone is changing things on a whim. McNichols says he is her superior and one of her best people and she doesn't want to hear any more about it.

Jamie takes Anthony to see Billy. They make small talk and Billy thinks Anthony should talk to his ex. Jamie says let's focus on the operation. Billy claims not to know any Joe Scalino. Anthony doesn't believe him. Billy says going after Average Joe is a death sentence.

Danny and Baez go to Evans' house. Sam is in the kitchen. He asks why they're here. He hasn't violated his parole. He says he's been at his work program and now meditating. Baez warns him to leave her daughter alone. Sam says his mother still cares about him and is a saint. Basez says we know who you really are. He says those two are always angry and should try meditating, especially Danny. Danny has the same kind of rage he had. He wants to know why they are here. Baez says they are watching his every move

Frank calls Abigail into his office. He asks why she didn't come to him. She says you know why. Brian would be less likely to get the job. She says Brian is better about his anger issues. Frank says if he keeps working on himself it'll pay off. Frank says it can. ABigail says Frank's dad was commissioner too. Frank said he didn't want this job and couldn't help who his family was. Anyway was it fair to the other cops who wanted this job? Abigail says hasn't he earned the right to ask? Frank says you didn't ask. She says Frank is intimidating. She says she knows how it goes with him. She wanted Brian to have a chance.

Eddie watches McNichol meet Stone. It looks like they kiss. Eddie confronts her. McNichols says she's out of line. Eddie says Stone is downgrading other people's cases too. McNichols says are you IAB? THen what are you doing? Eddie wonders if Stone and McNichols are working  together to lower her crime stats. McNichols threatens to give Eddie a RIP if she doesn't drop this.

Anthony and Jamie wait for Average Joe. Jamie is very skeptical. He wants to arrest Toothless Tommy, who has an open warrant over there. Anthony says wait for the big fish. He is sure Billy's intel is good.  Toothless Tommy goes and Jamie decides to arrest him. Toothless Tommy runs away. When he's caught. Toothless Tommy says Average Joe set him up.

Frank goes to Garrett who says he knew too. He wasn't in on anything. He just gave advice. Frank wants a straight answer. Garrett says Brian was staying at his brother's. No one told Frank because he is intimidating. Frank wishes Abigail would have told him. Garrett says this was her marriagie. Would it make a difference if Frank had known this?

Jamie finds out that Toothless Tommy was working for a rival gang. Jamie thinks Billy helped Average Joe by getting them to arrest the rivals/ Anthony decides he has to talk to his ex about Billy.

Baez tells Danny that Elana is safe with other family. Danny says maybe Sam isn't going to go after her this time. Baez says Danny is underestimating Sam.  Sam's mother calls and says Sam had white flowers and just left for his work program. Danny and Baez head over and find Caroline dead.

Danny tells Baez that they found a bug. Baez says they should use it. She will make it sound like she is oging to be home alone with Elena and Danny can back her up. Danny says what if it's a set up? Baez says do you trust me or not?

 Anthony and Jamie go to see Vivian. She asks him what he did. She's angry that he put her brother undercover with the mob. She says Billy came by with Average Joe. Anthony promises to find Billy. She'll never forgive him if anything happens to Billy.

Erin notices that Frank has something on his mind. Erin asks him if he expects Abigail to pour her heart out to him? He's not an easy person to talk to. Frank recalls that Erin talked to the mother and she talked to him. Erin is sure Baker feels like she did when she was getting divorced and Frank was the last person she wanted to know about it. Erin says Frank holds himself to high standards and that makes people feel they don't measure up. Frnak says he didn't handle this well. Erin says all he can do is show grace.

Eddie is reading a book called The Affair and says that it's too close to home. She says it's not her, but McNichols may be sleeping with Stone. Jamie is impressed. Eddie tells him she thinks they're working together to cook the books. She thinks if she went to IAB she'd be a hypocrite because she's with Jamie. And what if she's wrong? She'd just be ruining McNichols' relationship.

Danny stakes out Baez's house, then calls Baez and says they have nothing. Danny realizes they are at the wrong house. He goes to another house and finds Sam there. Sam asks how many people Danny killed and says Danny was playing God. Danny says like you killed your mother? Sam lunges at him with a knife and Baez comes running in and shoots him about ten times. Sam is dead.

Jamie asks why Anthony didn't tell Erin. Anthony says do you know her? Jamie says Erin can be a little judgmental. Anthony doesn't know how Jamie deals with being related to Erin and Danny. They get a hi t on the plates of the ar they're looking for.  They find Average Joe taking Billy hostage. There is a gunfight and Billy gets shot.

McNichols has asked to see Eddie. She asks if Eddie went to IAB. Eddie is not going to. McNichols tells her Stone was fudging n umbers and she didn't realize. She transferred him out and ended the relationship. Eddie offers to be her wing-woman in the future.

Danny brings Baez coffee and checks on her. She can't believe Danny sat on her house all night and appreciates him protecting her.  She says next time come in.

Abigail comes in to see Frank and refuses to sit down. Frank says that the mayor thinks he's planting a mole and doesn't want Brian near him. Brain should stay closer to home. ABigail says so he'll be stuck on patrol the rest of his career? Frank says he didn't say that. Abigail finally sits. Frank says there is an admin position for someone who has been working the streets a while. Brian will get a call today unless Abigail wants to tell him first.

Billy is in the hospital and okay. Anthony tells Jamie he is awake and talking. Average Joe had threatened to kill Vivian if he didn't set those other guys up. Billy will call Vivian, who won't want to hear from Anthony. Jamie says it's obvious Anthony and Vivian still care about each other. Anthony says what's best for her ain't him.

At the family dinner, Henry says he's going to the movies and they all discuss their favorite movies. Everyone is shocked that Frank loves When Harry Met Sally. Don't tell anyone. He doesn't want to ruin his reputation.
