Chief Kent, the man jokingly voted least popular by the gangs of New York City is shot and killed along with his wife as they leave a restaurant in broad daylight. Frank puts Danny on the case but he wants it conducted by the book. Erin takes up residence at the precinct to make sure that happens but tensions rise as Danny feels that she is impeding his case when he has to let a suspect walk for lack of evidence.

Danny goes to Frank and tries to resign from the case but Frank denies his request and the two end up with opposite views of the right thing to do. Danny and Baez convince their one witness, Hector Flores to testify. Hector was also shot during the shooting and is in the hospital where Linda works. Now there is enough evidence to arrest Mario but no one can find him. Danny and Baez try to make a deal with Clinton Wallace, the head of the Warrior Kings who is currently in prison. Wallace laughs and says they may need to worry about their witness in the hospital as he may take a turn for the worse.
