Law & Order: SVU Season 23 Episode 18 revolves around a serial rapist who has gotten away with crimes all over the country for two decades.

When a girl is raped in Central Park, all evidence points to a bartender who is dealing drugs on the side and who has a cocky attitude. However, the real rapist calls and takes credit for the crime, including sharing a detail that has not been released to the public. When SVU traces the phone number, they find the call was placed in Kentucky, just outside a truck stop where local police have found another victim.

SVU soon discovers that this rapist has hurt women all over the country for the past two decades. McGrath wants this case closed immediately before the press has the opportunity to paint New York as a high crime area, adding extra pressure. Meanwhile, Benson realizes they need to talk to people who got away, not just those who he raped.

With the help of one such person, SVU identifies the suspect and arrest him right outside of Pennsylvania. However, Carisi isn't sure he can make the case when the victim's wallet was in Dustin's room... until another crime yields the answer to that mystery.
