Law & Order: SVU Season 23 Episode 17 revolves around a very personal case for Velasco.

When three girls from Velasco's hometown in Mexico disappear in New York City, his old priest asks him to find them. One of the girls' charred remains is found. Velasco is upset as the priest was a surrogate father to this girl as well as to him.

Velasco wants to go undercover right away but Benson tells him to go home. He ignores her and goes investigating on his own, quickly managing to get arrested when he propositions an undercover to get info. THe undercover's captain won't let him go because he didn't alert Benson as to what he was doing.

Benson gives Velasco a lecture about obeying orders and then they start investigating the case. Eventually, they find a girl who recognizes the trafficked girls, but when Chavez tries to escort her to a local bakery, a car runs them over. Chavez is killed and Lucia disappears.

Velasco goes looking for Lucia so that he can make his case. He finds out that the captain who arrested him is involved in trafficking.
