Law & Order: SVU Season 24 Episode 14 revolves around a man from Fin's past.

Soon after celebrating an award with the SVU crew and some old friends from Narcotics, Fin finds a man with a gun sitting in his living room. The man, Dutch, says Fin arrested him 23 years ago. The arrest was violent and Fin's partner broke his arm but that's not why he's here. He heard Fin worked with Special Victims now and he blames him for having been raped in the Tombs that night.

Fin talks Dutch down and agrees to help him get justice. He calls Bruno and they meet at a diner. Dutch IDs the CO who let the rapist in.

Fin and Bruno pay a visit to CO Ryan, who denies everything and throws them out. They see Ryan's wife drive away and follow her to a sober living facility. Fin calls Benson.

While Benson and Fin are in the facility, Dutch freaks out, afraid Fin is having him arrested for trying to take him hostage. Virgil, the guy who raped Dutch, runs away and Bruno chases him but loses him.

Dutch is unable to make a positive ID but Fin has an idea. He and Carisi take Dutch on a stakeout so that he can ID Virgil.
