An eco-terrorist blows up a land-bridge pipeline between the United States and Canada but that's not Elizabeth's biggest problem today. The Iranians have put a nuclear reactor online and refuse to shut it down. Peace negotiations are being led by Allen Bollings, but he seems more interested in war, than peace.

The Canadian Ambassador, Lester Clark, demands that Elizabeth publish the environmental report her predecessor had commissioned. Reportedly, it is favorable to the pipeline being built. Elizabeth agrees to read and publish the report.

The peace talks with Iran are not going well. Elizabeth advises Bollings to offer to lift the ban on the sale of airplane parts provided they allow the inspectors back in the country. Iran quits the peace talks.

Elizabeth begins reading the pipeline report only to discover that it was written by an oil lobbyist. Former Secretary of State Marsh hired them to write a favorable report and Nadine defends his actions.

The President is not pleased by the Iranians quitting the peace talks and prepares for military action. Elizabeth convinces him to give her another 24 hours. She manages to covertly meet with Iranian Ambassador Javani and manages to come to a peace agreement, while also finding out the Bollings only made threats and never gave them a peace offering to consider.

Elizabeth meets with Mr. Bollings and fires him. He accuses her and the President of being weak while her predecessor was strong. He had lived Marsh would be have been the next President. Elizabeth opens a private investigation into Nadine.
