When Congresswoman Jenna Flemming receives an ominous threat -- a dead rat -- in her car, NCIS is tasked with investigating the incident, since it took place on a Navy base and this series is about NCIS, not the FBI. The congresswoman is a veritable force of nature and proves to be less-than-cooperative with the team's efforts to investigate the case and potentially protect her life.
