Alex poses as a Russian buyer to help the Mactan police bust an arms dealer, El Diablo. Alex shocks Cory by paying his gift-shop rent on time. Then his roof starts to leak. Ernesto calls Alex to let him know a State Department official plans to extradite El Diablo. Typhoon Marco hits Cebu. Alex and the bureaucrat, Clint Lockhart, bicker. Ernesto agrees to help an organizer evacuate her village. Alex tries but fails to get back to the gift shop. The seven "drunks" in the cell are thugs there to bust loose El Diablo, grabbing his seized guns.  Alex returns to the police station and tries to find a way in. The transport to pick up El Diablo can't get through the storm. Through a peephole, Alex sees El Diablo's thugs take over the station, and Ernesto get shot. Alex drops into the sewer. Water starts flowing into the basement cell where Kai and Lockhart are being held. Alex goes to find the keys. He takes out one thug with a roll of duct tape. Young cop Berto returns with the first-aid kit to help Ernesto. Alex takes out a second thug then swims through the water to free Kai and Lockhart. Alex kills the generator then talks to El Diablo over the P.A. system. Ike tells El Diablo all the controls are in his office. Alex and Kai jump two more thugs in Ike's office. El Diablo's four-man extraction team arrives. Alex has a plan to encircle the hostiles. Lockhart goes too soon and the firefight begins. Alex takes El Diablo as a hostage. But a thug takes Sampaguita hostage as well. Alex surrenders but Ernesto shoots the thug holding Sampaguita. The good guys quickly retake the station. Cory had taken care of the gift shop in Alex's absence.
