When Frank is asked to comment on Mayor Chase's policy toward illegal immigrants that are being bussed into New York City, he says he thinks it's wrongheaded and that Chase is treating them like contestants in his game show but not giving the police department the resources to deal with the mass influx. Chase resents Frank's comment and turns Frank's request for adequate funds to deal with this number of people into Frank not wanting to welcome these immigrants.

Garrett and Abigail think Frank has to be careful to make it clear he's not anti-immigrant. Frank says he is trying to help these immigrants, while Chase is being performative. He decides to call the governor and ask for state troopers to assist.

Chase is pissed that Frank went over his head and claims that the police budget is overinflated to begin with. Frank again accuses Chase of playing politics. Chase demands that Frank put officers at refugee camps rather than on the streets.

Meanwhile, Eddie is determined to help a grieving grandfather prove that a dealer sold his grandson a fatal batch of drugs and Erin wonders whether her campaign for DA is interfering with her doing her job properly.
