When a young American girl vacationing in Cambodia is rescued form a minefield, Elizabeth sees an opportunity to convince the Senate to sign on to the APL ban treaty, but she's going to have to whip the votes without the help of the White House. Dalton has other priorities to use his political capital on, and Russell sees this as one more step in his plan to get her to run for office. He wants her to throw a holiday party as a precursor to a run for PotUS, but she only agrees to the party as a way to get the votes. The party also becomes convenient cover for Henry's task force to break into Senator Carpenter's house and gather evidence of his collusion with the Russians. They suspect his housekeeper at first, but his motivation for betrayal turns out to be his son, who was bailed out of financial trouble by Russian financiers. After the party, Stevie is on board with Elizabeth possibly running for office, even if Elizabeth isn't.
