Madam Secretary Season 5 Episode 10 tackles the debate over border security and states rights. When the governor of Arizona implements a policy ordering that children brought over the border illegally with their parents be detained separately from them, the Mexican President threatens to pull out of a border security deal.

Elizabeth tries to get an Arizona senator to back the withholding of federal funds from Arizona, but to no avail. He doesn't want to commit political suicide by going against his own state in Congress and believes strongly in border security. Elizabeth feels disappointed and Dalton feels powerless.

Russell goes to court to try to stop this policy legally but the judge is biased and refuses to help, and later Russell finds out that judge has real estate dealings with the governor of Arizona. He is worried that going after the judge will make it look like the White House is overstepping its power, but Dalton doesn't care. He wants this policy reversed.

Jay tries to talk to the senator, who says the only way to overcome racism against Latinos is by hard work, not by engaging in identity politics.

Elizabeth comes up with another idea: show the Mexican ambassador what's going on. Russell doesn't like it but Elizabeth decides to go on a tour with Ambassador Lopez and Kat. What they see in the facility shocks them, but the governor shows up and threatens to have them all arrested if they don't leave.

Elizabeth defies the governor and talks to the press and is arrested as a result.

Meanwhile, Winn wants marijuana legalized and bothers Jay and Daisy to try to get an audience for his lobbying efforts, and the kids help plan a vow renewal ceremony for Elizabeth and Henry.
