Navarro made his escape and managed to get the override device to Adrian Cross just before being captured by Jack Bauer on 24: Live Another Day Season 1 Episode 10

But it was Kate Morgan who managed to break Navarro after finding out he set up her husband to take the fall for secrets he'd passed onto the Chinese. 

As Kate and Jack rushed to find Adrian and the override device, Chloe learned how Adrian had been manipulating her. He even held back the information that the accident that killed her family really was a simple accident all along.

Poor Chloe's day got even worse when a rogue Chinese agent killed Adrian and intercepted the device in order to start a war between the US and China.
