I don't know what's the character's name, but I'm 100% sure this is Ethan Peck(from 10 TIHAY). There are older pictures where you can see it's him.

I think its the guy she was on the phone to in the episode Pretty in Pink. I think its Michelle or something like that(sounds better when you say it in a French accent!)
