The waste management workers union goes on strike, leaving the city of Philadelphia and surrounding areas overflowing with trash.

The Gang devises a plan to charge residents to collect their trash then dump it over state lines while greasing city officials to undercut the union’s contract. However, old habits are hard to kick and their self-destructive ways get the best of them.
