A man takes his cold girlfriend to a place where they can see the whole city and proposes to her.

They are driving home all happy when a car crashes right into them and the woman is knocked unconscious. An ambulance shows up and the EMT doesn't seem to be cognizant of Emma's injuries. Her fiance crawls after the ambulance and sees the EMT raping her.

Velasco tries to check on Muncy after Duarte's funeral but she isn't having it.

Benson isn't happy with the idea of Bruno, especially when he sits at Rollins' desk, which Benson says he has to earn. They get called to the hospital on Emma's case. The nurse has no idea who the EMT was. Benson is condescending to Bruno as they split up the work.

Emma is worried about Josh. She doesn't remember the rape. Emma remembers the proposal and asks where her ring is. Benson says she will check into that and assures her that she and Josh will get through this.

Bruno talks to Josh who says an ambulance just showed up and there was only one EMT. He tells Bruno what he saw and how he couldn't stop the rape. He says the guy looked right at him and liked him being helpless. What was wrong with people?

The cops talk to the other driver who is represented by an obnoxious lawyer who wants to sue the EMT for leaving the kid in a bad neighborhood. They have photos of the kid drinking and he had three DUIs already. The kid has the ambulance license plate, which turns out to be stolen, but Bruno sees that the stickers were peeled off and the ambulance was probably stolen or bought at auction. Bruno is impressed that his new teammates actually work on the job.

The cops question a guy at a dealership who might be involved.

Emma can't recognize anyone, doesn't even remember the engagement. She says Josh is not returning her calls. She says she hit rock bottom last year when her sister died so she has been through stuff before. Is Josh going to call off their engagement because of what happened? Benson says if he does, he isn't the right partner for her.

Bruno talks to Josh who doesn't care to ID the guy because if only he had been five minutes later getting to the intersection this wouldn't have happened. Bruno convinces him Emma needs him to protect her by IDing the guy He IDs the guy.

Muncy says they have a who but not a why. Valesco says rapists rape. Muncy finds it is too elaborate a plan. She says they were in the wrong place in the wrong time like Duarte. She says Duarte was a stupid prick anyway. Why did he go smoke that night? Valesco says Duarte made his own choices.

George denies raping anyone. His attorney says this is ridiculous. He says he can't tell them where he was. Carisi says Josh will have to do a proper lineup. They haven't found the ambulance yet. Benson wants Muncy and Valesco to talk to George's wife. She says that is not possible and her brother was following George and has photos proving he was cheating on her at the time. She doesn't care as long he doesn't lie to her.

DNA is not a match. George isn't the rapist. Bruno says there was a mildewy smell and he thinks George is lying. Benson says she is cutting him loose.

Muncy is annoyed that Valesco keeps bothering her about Duarte but agrees to have a beer with him. However, the phone rings. There is another crash/rape.

The two victims look similar, and that is the only thing they have in common. Muncy thinks it's random.

Danielle is worried about the kid she hurt. Muncy gets her to talk about the rape. She says he was white and tall and kept telling her to calm down. She kicked him off and escaped. Benson wants to do a rape kit.

Fin talks to the cyclist who is angry, angry, angry but remembers an ambulance parked nearby.

Benson asks Muncy to listen to the tape about Valesco.

Fin realizes the perp is causing the accidents. Bruno has a contact who knows about devices to change traffic lights. Benson realizes they can use him.

The contact says you can build a remote to change the lights like firefighters do. Seems Bruno has history with the woman. She's his ex but maybe there's hope.

There is a third accident/rape. There were fatalities in this accident and the woman he tried to rape had a stun gun.

Fin says the cops talk to witnesses including the woman he tried to rape. The perp has been found but has taken a hostage.

Bruno thinks they should wait for hostage negotiations but Benson isn't interested in waiting. Benson gets him talking about his marriage. He cries that his wife doesn't care about him after 25 years. He wants his wife to come talk to him and apologize to his face.

The guy works for Weights and Measures. Hostage team is impatient. The wife doesn't understand what's going on. She is also wearing Emma's ring.

Clark doesn't like that the cops are talking to his wife. Benson tells her to say whatever she needs to to get him to calm down even if it isn't true.

Clark finally surrenders and is arrested. Also Sherry is the one having an affair with George.  Benson wishes Emma and Josh good luck as they plan to protect each other now.

Benson says Bruno should decide whether or not he wants that desk. Also she thinks he can patch things up with his ex.

Muncy listens to the tape and hears Velasco tell the perp that he killed someone. She tells Benson she thinks Velasco said that to get the guy to flip. Benson says she has to get to the bottom of this. She wants Muncy to take a few days off and not take Velasco's calls. And she is not to tell anyone about this.
