NCIS continues it's investigation into the Soviet sleeper agents and bombs. Teams show up at each of the homes to find the occupants dead after being tortured by Sidorov's men. Sam realizes the only way to find the bombs is to get an agent inside Sidorov's camp, but a new agent isn't an option. Instead, he works behind the CIA and Granger's backs to get "Quinn" back undercover. At first, it appears like Sam is Quinn, but he's not. Quinn is actually Sam's wife, who he met and fell in love with on the task force with Turner. Quinn successfully gets in with Sidorov, but the team doesn't find the bombs. Sidorov leaves the country and the race to find the bombs continues for another day.
