Blue Bloods Season 13 Episode 5 revolves around protesters using questionable tactics.

Henry is saying goodbye to some friends from his senior group when a bunch of protesters surround him and refuse to leave until he answers their questions about the "Broken Toys" unit. Henry doesn't know what he is talking about but they won't let him walk away.

The next morning, Garrett tells Frank that what the protesters did to Henry is legal. Frank wants the group's organizer brought to the office. Garrett thinks this is coming to close to violating their First Amendment rights, but Frank ignores him.

Kelly comes to the meeting but won't cooperate. He thinks his protest is effective since Frank asked to see him. Frank tells him to stop bullying Henry. Kelly won't unless the unit is disbanded.

Protesters gather outside the house and bang drums and yell. Henry can't concentrate and admits to Frank that he is afraid to go out. Frank says the protesters have been paying people off to find out where Henry is at all times. He wants to continue this battle for Henry. Meanwhile, Garett thinks they should give in so that they can get the protesters to calm down.
