Burgess is doing overtime.

Because she's a Spanish speaker, she's doing a detail with refugees.

Burgess is partnered with Danny Alvarado and the head cop in charge has his own unfavorable impression of migrants and refugees and working the sancturary city detail.

While inside, Kim notices that a car pulls up outside. A drive b y shooting happens. She fires back. And when she checks everyone out, she finds Alvarado attempting to take care of a young woman who dies.

Burgess interviews the woman who knew the victim, Raquel. The woman doesn't appear to want to give up any information.

Alvarado asks to work the case with Intelligence. Voight lets him and they look into some bigots.

Kim leads the charge when they get a lead on a suspect and they head through a car shop and junkyard to get to him.

When they finally get to Marshall, the suspect, he starts to fire, but then he stops. While Kim is talking him down and it appears that he's surrendering, Danny Alavaro shoots the guy under the guise of saving Kim's life, which appears suspicous because it looks like Marshall may have known Danny.

Danny also attempted to beat another supsect the brought in when they guy was being racist.

Kim tells Voight her suspicons about Alvarado, and Voight tells her to be quet and on the low because she can't miss with this one.

They look into Alvarado and realize that he did cross paths with Marshall and also that Gabriela, the friend of the victim filed a complaint against Alvarado.

Burgess goes to speak to Gabriela but they've already bused the migrants out and moved them to shelters. She approaches a medic in hopes that he can tell her where Gabriela is, but the medic doesn't want to talk to the cops. She presses him with a threat about his drugs in the ambulance, and the medic shares what's going on with Gabriela.

Raquel was raped, and Gabriela saw the whole thing. They tried to report it but retracted because they were scared and didn't have any rights. And the medic suspects that the person who raped Gabriela worked at the police station.

Burgess goes to the M.E and learns that Gabriela's injuries are consistent with an assault and that she was pregnant. She also learns that Danny put the tourniquet in the wrong place on purpose and let her die.

Burgess speaks to Gabriela again. She opens up to her about her own life and how her parents weren't around much, so she'd spend the weekends with her nanny, and that's how she managed to be so fluent in Spanish. She promises to protect Gabriela.

But it seems Danny likely put a tracker on the car and caught up with Gabriela. He planted drugs on her and Gabriela gets arrested so she could get deported despite Burgess finding some sheisty person to get a fake ID and more for Gabriela.

Kim finally is able to trace the tip to ICE about the drugs  to Alvarado at the 13th District and has footage of him with the shooter at a diner.

Kim goes to talk to Danny, and confronts him. He has to face the music and asks Kim to let him say goodbye to his family first and wants to shoot himself. But she arrests him and won't let him.

Burgess goes home to Ruzek and Mack asleep on the couch. He puts Mack to bed and he and Burgess talk. She confesses that she bought illegal papers for Gabriela and talks about how the migrants just want the same things that they do.

She tells him that she hopes they'll always have this and can always fight for what they have, and he tells her that he will forever. He brings out a ring and says he was going to do it another time, but now seems just perfect. He wants her to marry him. She says that the third time is the charm and accepts the ring.
