Henry prepares to take Allison off to college, and Elizabeth heads to New York for UNGA. After finding out that China has pulled out of a free speech initiative, Elizabeth cancels a meeting with Minister Chen and instead takes one with an assistant minister of Timor-Leste, assuming that he wants to discuss shipping lanes in the South China Sea. Before they are able to discuss anything more than the fact that the topic is not what she supposed, he collapses. Elizabeth calls for help, but it is too late. When the Prime Minister of Timor-Leste has the body rushed back home without an autopsy, she becomes suspicious and has her brother run tests on the blood from her suit jacket. They find out that the man was poisoned, but have to wait to find out what the exact toxin was. In the meantime, Elizabeth heads down to Virginia to surprise Allie, but gets a surprise of her own when she finds out that she's at the center of a conspiracy theory -- the internet is accusing her of murdering the Timorese minister. The story gets more and more ridiculous, and when a tv host confronts her with a Senator's announcement of wanting to investigate her, she goes off on both of them in a patriotic rant, saying that the story is an attempt to undermine the democratic government and calling them both culpable in an act of warfare. Russell is not pleased with her grandstanding, but Nadine stands up to him. Elizabeth finally gets in contact with the minister's widow and from that discussion and the final results of the blood work, the team figures out that the government of Timor-Leste has been infiltrated by a Mexican drug cartel. Elizabeth convinces the prime minister to accept American help, and basically blackmails the Chinese into lending a hand to route the cartel from the island. Back in DC, she confronts the Senator who was calling for an investigation, and finds out that his plan is to basically attack the President through the media in whatever way possible because he probably wants to run for President.

Henry gets Dmitri recruited to the CIA, not knowing that his former asset has developed a drug addiction problem.
