After the bombing from the last episode, Gibbs spots another young boy who looks troubled. He takes off after him but loses him.

The team figures out that the name of the terrorist group is "The Calling", and their methodology involves recruiting kids and buying S-mines on the black market.

After identifying one of the cell leaders named Sadiq Samar, the team discover the troubled boy hiding in a secret room in Samar's house. He holds a gun and is planning to shoot, but Gibbs gently disarms him.

It turns out the boy had been recruited by The Calling, and had been deliberately left at the house.

The terrorist groups learns that the boy didn't follow through on his instructions, so they plan retribution on him.

Meanwhile, Ned Dorneget and McGee are sent to Cairo to represent NCIS on an international think tank to hunt the terrorists. They learn that a cell leader named Rousseau has been captured. McGee decides to accompany Rousseau back to the U.S. so that he can interrogate him. He learns that Rousseau has a nasty plan for the think tank, which includes Dorneget.

What is that plan? Will he succeed? Does Dorneget make it safely and if so, which member of the hunting party won't make it out alive?

What does the terrorist group plan to do to the young boy for not shooting the gun?

NCIS Season 12 Episode 23 Quotes

Gibbs: Did you write that?
Luke: Yes!
Gibbs: You want to finish it before I show it to them?
Luke: Who?
Gibbs: Your parents. What's wrong? It's for them, isn't it? You did everything you're supposed to. Disowned everyone who isn't the calling? It's what Samar wants, right?
Luke: Please don't show it to them.
Gibbs: Oh no, it's already been decided.
Luke: Don't....DON'T!
Gibbs: Hey! You said you wanted to die. What would your parents think if they heard that? You broke their hearts.
Luke: The kids at school hate me. They kept telling me to go back to Iraq. I don't know what to do anymore.
Gibbs: You talk to me. Where is Samar?
Luke: If I tell you what I know, will you take me to see my parents?
Gibbs: Yeah.

Rousseau: You ask about the United States. You ask the wrong questions.
McGee: Then why don't you set me straight.
Rousseau: When you plan a big party, there are many details to discuss over many lines. It is impossible to keep them secret. You left the party to be with me today, no? I'm sorry you're missing our contribution to the fun.
McGee: Guard! I need a phone!
