Tony's acting odd, and Tim McGee can't figure out exactly why. It turns out Tony's been attending a men's support group twice a week, which only deepens the mystery. Meanwhile, the team investigates the hit-and-run death of Petty Officer Jody Ray. During that investigation they stumble upon another murder not within their jurisdiction. The alibi for the owner of the hit and run vehicle is rock solid: he didn't do it, because he was in another town murdering a man. The NCIS team eventually figures out that the truck owner - Sgt. Justin Dunne - had made a pact with two other members of his A.A. group - Olivia Chandler and Wendell Kaiser - who had decided to swap murders. Dunne killed a bookie who was owed money by Kaiser. Kaiser in return was planning to murder Chandler's husband - so that she and Dunne (who were lovers) could stay together and have access to her elderly husband's money. NCIS figured out that the week link between the three of the conspirators was Wendell Kaiser. After convincing him to turn State's evidence, Chandler and Dunne were arrested.
