Sean: So how do we stop all this hate?
Frank: We do what we do. Talk and listen to each other.
Danny: To be fair, you do most of the talking and the rest of us listen.
Frank: I'm not going to stand with you at a press conference and pretend I think your policies work when they don't.
Chase: Policies. Plural. Some of my policies work very well and others don't. That's called governing in the real world. My wanting to grow the economy isn't the cause of your crime wave.
Frank: My crime wave?
Chase: Well, it is your department.
Frank: At least you got that right.
You are supposed to be impartial, but that's the problem. Nobody is impartial. Cops are hated and it is infecting this city. It has infected this investigation because you can twist anything to prove what you have already decided happened.
Eddie
Baez: Maggie didn't know what she was talking about.
Danny: What's your problem with Maggie?
Baez: She's not grounded in reality.
Danny: Maybe that's a good thing. People need to escape from reality sometimes.
Baez; And here's something: the bullet that killed Michael Carter matches one used in a gang killing five years ago.
Danny: See? Reality sucks.
Eddie: When this investigation is over and you're cleared, we can go back to normal.
Witten: Normal? You mean people will stop looking at us as the enemy? The other day at the gym I saw a guy with a shirt that said Blue Lives Murder.
Eddie: That's just one guy.
Witten: I was reading one of those cheesy magazines, you know, with those quizzes, what would you say if you could say only three words to your 18-year-old self. No kidding, the first thing I thought was, 'No police department.'
Jamie: You get hit from behind, you pull your weapon cause you don't know what might happen next.
Captain: Excuse me, did you get a promotion? Because last I checked, you're a sergeant and I'm the captain.
Jamie: Then act like one. Stand up for your cops.
Chase: What are you doing, Frank? We are first getting back on our feet and you want to scare away tourists with all this talk of more guns, more crime. Your job was to answer reporters questions, not give them headlines.
Frank: What happened to you, Pete? You used to be the law and order mayor, the guy I had to hold back.
Chase: I have a city on its knees. People need to feel safe here.
Frank: No, Pete. People need to BE safe.
A five-year-old boy is shot in a courtyard full of witnesses and no one saw anything.

Reporter: Is it possible the boys were shot because they were Jewish?
Chase: It's too early to tell.
Frank: But it's also a fair question. We can't rule out any possibilities.
