The Ocean Avenue Business Association's Ocean Fest comes to town and the Belchers prepare for the big day.

There's also going to be a Creatures of the Sea sculpture contest between all the businesses on Ocean Avenue. The winner gets a three hundred dollar gift certificate to any business on the street.

Linda made a mermaid sculpture, but the kids find it off putting so they want to make a better one to win the gift certificate and use it at the toy store.

Hugo inspects the restaurant and they pass.

A fire starts in the restaurant, causing damage to the kitchen and grill.

Gene believes he started the fire by trying to fix the mermaid sculpture's hair with a crimping iron that he left plugged in.

Bob calls Teddy to fix the grill and he tells them that they need a new part to get it to work.

Louise believes she might have started the fire by shoving a bunch of sparklers into the mermaid's hair.
