The father thinks it's stupid that the mother had security call the police.

SVU arrives. A uniform has found something. The parents have been separated because they were fighting.  Benson talks to the mother while Fin talks to the father. He thinks she might be on a subway. Benson looks at a photo o Maddie and recognizes her as the girl she saw. She doesn't tell Mrs. Flynn this.

McGrath doubts Benson and tells her not to tell the parents. Benson beats herself up about not realizing anything was wrong.

Bruno says Maddie's cell phone has been found. It was in the Battery Tunnel (near where Benson saw her). Benson tries to question the mother about a "witness" without saying she is the witness. The mother is angry  that they aren't doing more. The father blames himself.

The cops have hit a bunch of dead ends. Nothing funny about the parents, no signs of grooming, etc. Benson is offended that Fin tells her to take a break. She insists she's not imagining all this. A Pennsylvania state trooper has found an abandoned van matching the description.

Benson thinks the perp switched vehicles.  Benson looks inside and finds Maddie's bracelet with her name on it.

ATF is still looking into the gun in the men's room. They have not getting anything else beside the bracelet. They have footage of the driver and Benson is sure that's the driver she saw.  Energy company employees have refused to take DNA tests.

Benson looks at photos on the whiteboard. Carisi tells her to stop beating herself up.

Mrs. Flynn says Maddie's best friend gave her that bracelet before they moved. She doesn't exactly want to know where she found it. Benson reassures her that they are following strong leads and will find Maddie. They have no reason to believe she's not alive

The parents do not recognize the driver. Velasco asks if it could  be a pervy coach that goes to all her soccer games? She may have been targeted. There was a guy hanging around last year.

The cops go to confront the guy, Gordon Franks. He lives in a very messy place that has no room to sit. He says he was home with his cat on Sunday. Bruno finds a shed full of photos of Maddie.

Gordon is arrested and claims he just likes taking photos of girls but he doesn't know Maddie's name. Carisi says bringing charges against this guy is a stretch.

A guy shows up and says he found the missing girl. They open the body bag he's holding and it's a mannequin replica of Maddie.

The guy is shooting a low-budget movie about a cafeteria lady killing and eating children. He says he is a hero who brought the doll to the cops.

Carisi says it is not illegal to make such a dolle ven though it looks just like Maddie. The parents are upset. The father wants to know if Maddie is alive. Benson says yes. Carisi says Maddie was targeted specifically. They need to get access to the mother's Instagram to find out who used a photo of Maddie to make this doll. Fin says they found the seller.

The cops confront the seller in a warehouse. They find more Maddie dolls.  The seller says the dolls come from Taiwan and that Birthday Girl is a  bestseller. He is arrested.

Rollins is talking to her class about Jack the Ripper and the beginning of sex crimes investigation. Benson comes to see Rollins. Rollins asks if Benson is okay after seeing Maddie on the way home.  Rollins asks about the other buyers. Benson realizes that someone escalated from the doll to the real thing. She is glad Rollins calls the kidnapper "our perp."

Benson and Fin interview a guy who owns one of the dolls.

Another guy says he just cuddled with the doll.  Another denies he ever bought the doll.  He tries to climb over a wall and says it's not what they think. His doll is in a dumpster. He says he had to throw it out because it was the reason all this happened.  He knows who took Maddie.

The guy says he met a guy named Mark in a chat room and Mark said he knew the real Maddie. He paid him 8k for Maddie but changed his mind. He is surprised to learn he can't go home.

The cops go to a sleazy motel in search of Maddie . They find a body in the bathtub but it's not Maddie. It's some other girl who is ODing on opioids. A NJ SVU detective says that she was the only one in her squad who didn't think the girl was a runaway and thanks Benson. She invites her to come back to NYC with her to interview the girl.

Tanya says the man she was with was named George, from Canada. They were partying on Amtrak. George liked to ride it for days. He could tell she was an addict and told her he could get her high and gave her fentanyl. She realizes they are looking for Maddie. She saw her a few days ago and she was out of it. He said he couldn't take both of them and left. He got her high and she woke up in that bag. She cries.
