Forgot to give the title: "The Tiger", by William Blake. That same poem was used in an old, old episode of the X-files, in case anyone else is interested in tv trivia.

Tiger, Tiger.....is alluding to the poem by William Blake. Blake wrote two poems in opposition "The Tiger" and "The Lamb". The significance is likely Blake's questioning of God's ability to make such creatures with inherently different natures.
