When a young man is found dead of an apparent overdose, yet the forensics suggest he was given drugs after he had already died, Dixon takes the case personally. She is sure that Kyle Swanson, a wealthy man who is very involved with politics, killed him, and she wants him charged with murder. Cosgrove asks what's up with her and she explains that two years ago, she caught a similar case and it was ruled an accidental death. She wants Swanson punished.

A witness comes forward, but Price is reluctant to press charges based on one man's claims, especially since they have no direct evidence of Swanson's guilt. Dixon finds another witness,but he disappears before he can testify. Meanwhile, she convinces Price and Maroun to try this case as a hate crime since Swanson targets Black men of a certain age and forces them to take copious amounts of drugs.

McCoy says since Andre is the only witness, he has to paint a convincing picture. However, there is a problem: Andre's lawyer has informed him that if he testifies he is at risk of being arrested for violating parole because he will be admitting to illegal activity.
