When the Nuclear Power Plant causes Homer to become sterile, he's awarded $2,000 in compensation.  Meanwhile, Homer's half-brother, Herb (Danny DeVito), now homeless, returns to Homer with a plan to regain his wealth.  Herb just needs $2,000 so he can invent a device that translates baby gibberish into coherent speech.
