The saying "Ve vill ask ze questions!" in response to a question actually dates from the 1960s or before. Many TV shows at the time used this as a stock saying of Gestapo (i.e. the secret police of Nazi Germany) officers. The use of "KGB" in the sketch is actually an adaptation to the decline in the familiarity of the general public with the features of Nazi Germany. I can't say, however, whether the adaptation was conscious or unconscious on the part of the writer.
